Hendricks is a newcomer to the office of the CIA's chief legal counsel in Langley, Virginia. He strives to please his boss, Walter Niland, and is an easy target for his more experienced but devious colleagues, agents Violet and agents Lester. Burdened with the heavy task of reading through a stack of "crazy" mail, which is 90% empty messages from the public about conspiracy theories, Hendricks eventually uncovers a letter from a female inmate from Phoenix, Arizona that appears to be quite plausible. She wants to be released or threatens to reveal secret information she knows. This prompts him to ask his constantly sweaty and tense colleague, the chief legal counsel Janus Ferber, about the language in the letter, which ultimately becomes a codename for something extremely serious...
